Problem-Solver’s Daily: Everyone agrees

EVERYONE AGREES: The Savannah Harbor Expansion project has more across-the-aisle support than almost anything in Washington. Republicans and Democrats in Georgia's congressional delegation support the measure. President Barack Obama says this is something that needs to get done and Vice President Joe Biden even said that 'come hell or high water' this project will be completed. So why isn't it? The chamber will consider several 2015 spending bills, a contempt resolution against former IRS official Lois Lerner, bills allowing states to use federal funds for charter schools and a tax extenders package, among other bills. The House is currently scheduled to be in session for 12 days in the month of May, spread over a three week period: John Bresnahan for POLITICO: Eric Cantor outlines House’s spring agenda

NO DEAL MADE: President Barack Obama wanted to reach a trade agreement with Japan during his recent trip to the country but the deal fell through. "White House officials claimed there was a 'breakthrough' in the negotiations, but both sides admit a deal is far from complete, even if they see a 'pathway' toward completion in the future," writes Erik Wasson: Erik Wasson for The Hill: Obama fails to reach trade deal
