Remember No Labels, the group that came out with a 12-point plan to try to make Congress functional? Well, at least one of its ideas – withholding lawmakers' salaries unless they can pass a budget and complete the appropriations process – is gaining some traction.
Tomorrow, the Senate Homeland Security and Governmental Affairs Committee is convening a hearing on reform proposals and two No Labels cofounders are testifying. Other witnesses include Sen.Dean Heller (R-Nev.) and Rep. Jim Cooper (D-Tenn.), who have introduced “No Budget, No Pay” bills.
Bill Galston, a senior fellow at Brookings and one of tomorrow's witnesses for No Labels, told the Alleythis is the one idea in No Labels' proposal that requires legislative action and that the group is pleasantly surprised about how fast the hearing came about. Former Rep. Tom Davis (R-Va.) is the other No Labels cofounder testifying.
